in the second paragraph of your secret telegram of the 20th February as to measures taken in Canada and the Jest Indies to prevent the illicit importation of liquor into the "nited States of America, I have the honour to inform you that the position is as follows.

to devise their own measures to prevent importstion if they so choose. #hile edopting this attitude in oners), the Canadian Government have introduced a number of minor measures designed to assist the United States anthorities, e... revision of clearance regulations, restriction of export facilities to
specified orts and co-operation with the United States
preventive autorities by communicating to them

regarding all liquor clearances.
